LOW INCOME & EQUALITY

FERC - 101 - Free Classes

"Executive Order 12898 on Environmental Justice requires that each federal agency
address disproportionate human health and environmental impacts that a community may experience because of its social or economic position.

Environmental justice issues can potentially arise when minority, low-income, or Native American communities are disproportionately affected by an activity related to a proposed project.

Environmental Quality (CEQ) guidance states that "minority populations should be
identified where either (a): the minority population of the affected area exceeds 50
percent, or (b) the minority population percentage of the affected area is meaningfully
greater than the minority population percentage in the general population or other
appropriate unit of geographic analysis" (CEQ 1998)

Similarly, CEQ and EPA guidelines indicate low income populations should be
identified based on the annual statistical poverty thresholds established by the U.S.
Census Bureau. The U.S. Census Bureau defines a poverty area as a census tract or other area where at least 20 percent of residents are below the poverty level (USCB, 2009).
