FERC PROCESS - TIMELINE


FERC TIMELINE

#1 FERC issues a NOTICE OF INTENT to prepare 
environmental document, 
which opened a scoping period.

#2 - FIRST STEP : “SCOPING PHASE” 
"The scoping process is a learning process. 
It is where we educate ourselves 
about the project and the potential issues.”

#3 Includes "SCOPING MEETINGS"
"A Public Input Opportunity "
                    Dominion representatives from:
                            engineering
                            land lease and right-away
                            environmental
                            government affairs
                            media relations,
                            operations departments

"The purpose of this meeting is to give you 
an opportunity to comment on the environmental
issues that you think we should consider in the EA. 
The more specific your comments are, 
the more helpful they will be in our environmental analysis."

"The (Environmental Scoping Meeting) is the  first Public Input Opportunity. 
The focus of the meeting is primarily a Public Input Opportunity to provide 
an opportunity to comment on the project or the scope 
of the environmental analysis.” 
Suter added later “on any environmental issues
 you would like to see covered in the environmental document.”

"With a 30 day comment period associated with it. 
This gives Dominion the opportunity to incorporate responses 
to your comments into its draft Resource Reports that is preparing during the prefiling process." 

"The idea behind this comment period is it allows us time, 
during prefiling, 
to begin to evaluate and research your issues.

4. "PRE FILING PROCESS"
Dominion prepares DRAFT RESOURCE REPORTS 
during the pre-filing process. 
They are designed to “incorporate responses to your comments“.

This process allows Dominion to work closely with FERC, 
resource agencies, communities and individual land owners during early permitting stages of the project, with the goal being both better coordination 
of major permitting issues and a more complete project application on file."

of our scoping process."

At CONCLUSION OF "PRE FILING PROCESS":
5. FORMAL APPLICATION
"At the conclusion of the pre-filing process 
Dominion will file a formal
application with FERC."

"Dominion will eventually file a formal application. 
The docket number will change. However, once we determine 
hat a complete application has been submitted, 
we will begin to evaluate that and prepare and issue 
an environmental document, it does get issued to the public, 
again for another public comment period associated with that issuance."

"After we issue the environmental document, 
then FERC decides to vote to approve or deny the project."

"Dominion plans to file a formal application in April 2013, 
and we will evaluate the completeness of that application."

NOTE: Draft resource reports have been filed 
since January 2009. 


In October 2009, Dominion voluntarily began the 
National Environmental Policy Act pre-filing process 
with FERC. 
This process allows Dominion to work closely 
with FERC, resource agencies, communities and individual land 
owners during early permitting stages of the project, 
with the goal being both better coordination of major permitting 
issues and a more complete project application on file.
