4. "PRE FILING PROCESS"
This process allows Dominion to work closely with FERC,
Dominion prepares DRAFT RESOURCE REPORTS
during the pre-filing process.

At CONCLUSION OF "PRE FILING PROCESS":
5. FORMAL APPLICATION

The docket number will change. However, once we determine
hat a complete application has been submitted,
we will begin to evaluate that and prepare and issue
an environmental document, it does get issued to the public,
again for another public comment period associated with that issuance."

then FERC decides to vote to approve or deny the project."

NOTE: Draft resource reports have been filed
since January 2009.
In October 2009, Dominion voluntarily began the
National Environmental Policy Act pre-filing process
with FERC.
This process allows Dominion to work closely
with FERC, resource agencies, communities and individual land
owners during early permitting stages of the project,
with the goal being both better coordination of major permitting
issues and a more complete project application on file.
