A I R    Q U A L I T Y 

"Construction and operation of the proposed Project can potentially have an effect
on local and regional air quality. 

Federal and state air quality standards have been designed to protect human health and the environment from airborne pollutants. 

The USEPA has developed National Ambient Air Quality Standards (NAAQS) for criteria air pollutants such as nitrogen oxides (NOx) and carbon monoxide (CO), ozone (O3), sulfur dioxide (SO2), and inhalable particulate matter (PM2.5 and PM10). PM2.5 includes particles with an aerodynamic diameter less than or equal to 2.5 microns, and PM10 includes particles with an aerodynamic diameter less than or equal to 10 microns. The NAAQS were set at levels the USEPA believes are necessary to protect human health and welfare.

Air Quality Control Regions (AQCRs) are areas for which implementation plans
describe how ambient air quality standards would be achieved and maintained. 

If measured ambient air pollutant concentrations for an AQCR remain below the NAAQS criteria, the area is considered to be in attainment with the NAAQS. 

States are required to implement and enforce the NAAQS through State Implementation Plans (SIP), which are approved by the USEPA. 

The State of West Virginia implements its SIP through WVDEP. "
