Residents and elected officials of  the WV and VA counties affected 
by the hush hush plans for the massive "South East Pipeline Project" 
are not the only ones unaware of Dominion's plans in WV,VA and NC. 
m
Dominion, as of July 23, 2014, does NOT have a  Federal Energy Regulatory Commission (FERC) docket number for this or any other project. 
m
They are NOT in the FERC system, thus NOT within FERC's jurisdiction and power.

Dominion is in the "Pre-filing phase of the "Pre-filing Phase", stated Sarah McKinley, FERC External Affairs in Washington,DC. She made it clear that "I don’t have anything in my current project lists."
m
McKinley stressed that "Dominion is doing nothing illegal. They can do surveys, purchase land easements and do studies, but they cannot put one shovel in the ground without our authority and approval."
m
I was unable to receive further assistance than that of this information, of which I am grateful. I was requesting a speaker for the Public Meeting scheduled August 7th at the Durbin Fire Hall and any and all information on SEPIPELINE.
m
I questioned and re-questioned McKinley on my knowledge of what FERC refers to as "Draft Resource Documents". I was requesting access to Dominion's "Draft Resource Documents" at this time for SEPIPELINE". She stated that a Freedom of information Act would be a waste of time as there is nothing there to find.

I knew that during the Oct. 2012 FERC Cove Point, MD Environmental Scoping Meeting it was stated by FERC that Dominion's "Draft Resource Documents" had been filed since January of 2009, three years previously, and would now be made available, next month (Nov. 2012), through the FERC website. 
m
Residents and land owners cannot be involved in the proposed pipeline process of "Scoping Meetings" etc until it is very well underway, meaning after Dominion has filed for permission from FERC. One must deal diligently and directly with the numerous local and state agencies whose job is to protect our health, safety and quality of life.

Dominion of VA, EQT of Texas, and SPECTRA of Florida, propose to blast 42" dry gas transmission pipelines through the mountains and highlands of WV and VA and onto NC for export. The five hundred mile pipeline would also include massive Compressor Stations with Liquid Separator stations every 10-40 miles per requirements along with above ground Valve meter stations etc.

Sept 24, 2012 - NOTICE OF INTENT
FERC issued a Notice of Intent to prepare an environmental document,
 which opened a scoping period. 

Sept 24, 2012  SCOPING PERIOD OPENED
(2 weeks later:  how could this possibly be announced 30 days in advance?)

9 Oct 2012 - FIRST ENVIRONMENTAL SCOPING MEETING 

         “we are basically in an early review 

so that we can have early public involvement, 

early agency involvement to identify 

and concerns about the project.”

Nov. 2012 - Draft resource reports 
will be filed and available for viewing on FERC's eLibrary website.

April 2013 - Dominion's :FORMAL APPLICATION
FERC will evaluate the completeness of that application.

Two residents stated they did not receive proper notification one explaining that no one in her entire community received a letter as required.

Bob Hugh: " I was not notified of this meeting by FERC. And I live about a mile and a half from Dominion Cove Point. I received my notice of this meeting yesterday through my Cove Cover HOA"

Jean Marie Neal representing the Cove of Calvert Home Owners' Association stated
that "We've been watching and reading the legal ads and I haven't seen any. So maybe we just missed them; but people in our community were really surprised that there was no more effort for public notification for something that's as important as a scoping meeting.

August 8th letter to FERC

"We fail to see how this would be in the public interest 

or that of our community from an environmental, \safety, 

and economic perspective."

m

Since then we have been able through PUBLIC FILINGS 

to 

 learn more about the project. 

We've also come to realize how little 

 information is now available to the public. 

As the contact person for the HOA on this, 

I am stunned at the enormous and wide-reaching 

scale of this project. 

m

In closing, I would like the record to note 

that it is 

really a myth that Dominion Cove Point 

consults with its neighbors 

and keeps us informed. 

m

We all read about the new plans in the Calvert Recorder. 

m

Our HOA has NEVER been contacted through the years by 

Dominion until the HOA sent its letter to DOE and FERC.

m

 I have talked to many people in surrounding communities 

in the last month, and they say the same thing.

m

After we sent our letter it got their attention 

and the Board and I met with Dominion. 

m

Their presentation basically 

followed their presentation on their website.

m

We did appreciate the meeting and their time. 

But no one there tried to address the 

concerns in our letter. 

I don't think anybody even had a copy in 

m

front of them; I didn't see it."

Magie Suter, FERC - Environmental Manager response:

"Just in terms of the method of notification, 

the Notice of Intent that was mailed out, 

it was mailed to all of the landowners 

and  affected landowners, interested parties, 

public interest groups; 

it was mailed to libraries, 

it was mailed to newspapers, it

was mailed to a very large group.

m

That is how the mailing list went out. 

m

We tried to reach as many folks 

as we can through our notices. 

m

We do recognize that it is a large mailing list, 

and not everyone is reached, 

but we do try to reach as many as we can. 
m

Some newspapers choose to run with stories and issue notices; 

some choose not to. 

We do apologize that not everyone is notified, 

but we do make every effort to reach as 

many people as we can 

and to cast as wide a spread as we can.

When we came to the open houses, 

we also had the mailing list with us, 

to add folks to the mailing list that maybe were not 

on Dominion's original mailing list.

So we do try to constantly expand our mailing list. 

m

Just like tonight, we had more sign-in sheets.

If you did not receive the original notice, 

you can again sign up to make sure that you 

receive the environmental document 

and any additional mailings that we send out. 

We do constantly try to expand our mailing list 

to reach everyone. 

We are always trying to expand."

"Two or more gas turbines will be installed, 

resulting in permanent noise issues for residents 

in our community who already suffer from the noise 

of the existing two. And this has been made known 

to Dominion in the past."

Steve Godfrey, local resident:
m

"I am strongly opposed to any expansion of the Dominion 

 LNG plant because at this time industrial noise emanating 

from the existing facility keeps me awake at night.

m

When I first moved to my current residence in 2000 

there were no nighttime noises that I could hear coming 

from the LNG facility. 

However, since the most recent expansion 

variable pitch and variable decibel level 

industrial noise awakens 

and keeps me awake at night.

m

My strong objections to the expansion 

will only cease if and only if -- Dominion LNG 

can silence its industrial nighttime noise. 

m

Sleep-disturbing noise to me means 

that Dominion LNG is not 

a good neighbor.

m

No one who spoke this evening in favor 

of this expansion is kept awake at night

 by noise pollution, by Dominion's noise pollution.

And no one who spoke this evening in favor 

of the expansion lives close to the LNG facility."

Theresa Denny,  local resident to the plant:

"At the last expansion we also were told that noise 

was going to be looked into. 

And I used to hear waves. 

Now I hear a generator noise 

sounding similar to the one here. 

And, you know, I'm just wondering if things could change, 

meaning some walls or something. 

But it had been addressed. We have noise issues. 

I'm just concerned about this next expansion.

Well, I know it's unacceptable, I guess is the problem. 

And that FERC regulation is unacceptable for me 

to have at my house, that kind of noise."

Mike Denny local resident to the plant:

m

"Noise is a huge concern for me. I live local to it. 

Gas turbine is another way of saying jet engine. 

Everybody knows how loud those are, 

either if you live near an airport or near Pax River. 

I've called FERC in the past and they said it's not 

considered a problem unless it gets in the way 

and makes it hard to understand a normal conversation 

between two people -- much louder than what you hear 

right now in the background fans. 

You know, so if it's that big -- you know, 

what hush houses are being built; 

what's being done for noise mitigation on the facility?"

Erosion and Sedimentation Control Plan (ESCP)

DOMINION’s Erosion and Sedimentation Control Plan (ESCP)

"includes measures that would avoid 

or minimize environmental impacts resulting 

from construction and operation of the Project."

Standard pipeline installation requires a series of specific activities 

comprising a linear construction sequence. 

Dominion would : 

construct,

restore, 

maintain the proposed Project in accordance 

with its Erosion and Sedimentation Control Plan (ESCP). 

Dominion's ESCP includes measures that would

avoid or minimize environmental impacts resulting 

from construction and operation of the Project, including:

                              installation of erosion control devices

                              topsoil segregation;

                              specialized construction methods 

                                                (e.g., residential areas);

                              wetlands crossing methods

                              waterbody crossing methods

                              revegetation specifications

                               restoration specifications

                               post-construction maintenance requirements.

Dominion's ESCP is based upon our protocols and procedures 

outlined in FERC'S :

       Upland Erosion Control, Revegetation, and Maintenance Plan 

       Wetland and Waterbody Construction and Mitigation Procedures 

In addition to other state and local requirements. Dominion has, however, proposed a modification to section 4.F.1 of our Plan for specific areas along the proposed right-of-ways.
