FERC INTERVIEW - "Pre-filing Phase of the Pre-Filing Phase"

DOMINION IS NOT IN THE FERC SYSTEM

Residents and elected officials of  the WV and VA counties affected 
by the hush hush plans for the massive "South East Pipeline Project" 
are not the only ones unaware of Dominion's plans in WV,VA and NC.

Dominion, as of July 23, 2014, does NOT have a  Federal Energy Regulatory Commission (FERC) docket number for this or any other project. 
m
They are NOT in the FERC system, thus NOT within FERC's jurisdiction and power.

Dominion is in the "Pre-filing phase of the "Pre-filing Phase", stated Sarah McKinley, FERC External Affairs in Washington,DC. She made it clear that "I don’t have anything in my current project lists."

McKinley stressed that "Dominion is doing nothing illegal. They can do surveys, purchase land easements and do studies, but they cannot put one shovel in the ground without our authority and approval."

I was unable to receive further assistance than that of this information, of which I am grateful. I was requesting a speaker for the Public Meeting scheduled August 7th at the Durbin Fire Hall and any and all information on SEPIPELINE.

I questioned and re-questioned McKinley on my knowledge of what FERC refers to as "Draft Resource Documents". I was requesting access to Dominion's "Draft Resource Documents" at this time for SEPIPELINE". She stated that a Freedom of information Act would be a waste of time as there is nothing there to find.

I knew that during the Oct. 2012 FERC Cove Point, MD Environmental Scoping Meeting it was stated by FERC that Dominion's "Draft Resource Documents" had been filed since January of 2009, three years previously, and would now be made available, next month (Nov. 2012), through the FERC website.

Residents and land owners cannot be involved in the proposed pipeline process of "Scoping Meetings" etc until it is very well underway, meaning after Dominion has filed for permission from FERC. One must deal diligently and directly with the numerous local and state agencies whose job is to protect our health, safety and quality of life.

Dominion of VA, EQT of Texas, and SPECTRA of Florida, propose to blast 42" dry gas transmission pipelines through the mountains and highlands of WV and VA and onto NC for export. The five hundred mile pipeline would also include massive Compressor Stations with Liquid Separator stations every 10-40 miles per requirements along with above ground Valve meter stations etc.
